The article substantiates the methodological approaches to assessing the impact of personnel management on the performance of construction companies, as a sequence of interrelated methods of system-structural determination of the criteria of their main characteristics. Recently, more and more emphasis has been placed on the need to orient construction companies to the market and customer requests. This reflects heavily on business models and management in the industry. Despite the significant role of construction in the country's economic system and its complexity, insufficient attention was paid to the problems of human resource management. However, it has long been known that the method of personnel management can have important consequences for organizational effectiveness and may even be a key advantage in a tough competitive environment. In the context of the study of the characteristics of personnel management and its impact on the efficiency of construction enterprises, methodological approaches are proposed, in particular, a sequence of interconnected methods of systemic structural determination of the criteria for their main characteristics, while the fuzzy sets method is determined as the base one, which made it possible to reveal hidden relationships between variables, which is especially it is important in cases where it is not possible to quantify them when used with the usual methodological approaches. Input parameters selected indicators characterizing managerial competencies ("Team Management", "Management decisions", "Management of current work", "Planning", "Motivation", "Innovative activity"), and output parameters defined indicators characterizing the results of economic activity , as well as staffing of construction enterprises selected according to the results of cluster analysis.
