In a world where technology is one of the main resources of the industry, a key element for competitiveness is the generation of technological capabilities (Tapias García, 2005). The extensive use of some technologies such as ICT (information and telecommunications technologies), has led to the development of day-to-day technological surveillance, since this allows truly evaluating the inclusion of technological trends in the industry (Del Giorgio & Mon, 2018); Additionally, in countries such as Mexico, Colombia and Brazil, in recent years, the term technological capabilities has been widely accepted, in such a way that studies have already been prepared to measure them (Domínguez & Brown, 2004), in search of improve competitiveness in the manufacturing industry (Pérez-Escatel & Veyna, 2009) and even in the management of military schools (Bello et al., 2020; Parra-Bernal et al., 2019); but in all of them it is evident that the use of technological capabilities does not fall on the administration or its management.
