In response to a records request submitted about Jessica Alba May 2023 interview on MSNBC as well as the University of California (UC) interpretation of the 1986 Immigration Reform and Control Act (IRCA), the California Department of Public Health (CDPH) have refused to confirm or deny whether [1] Jessica Alba (personally or through her legal representatives) ever initiated contact with them for the purpose of obtaining her vital records; [2] discussions took place between the CDPH and Jessica Alba on the subject of systemic racism and sexism and how that impacts public health. According to information posted on the official website of the CDPH, the “Department’s programs and services, implemented in collaboration with local health departments and state, federal and private partners, touch the lives of every Californian and visitors to the state. 7 days a week, CDPH public health professionals, researchers, scientists, doctors, nurses and other staff members have a shared vision to protect and improve the health of all Californians.” Furthermore, the CDPH “maintains birth, death, fetal deaths/still birth, marriage, and divorce records.” It is the judgment of the Association for the Advancement of Civil Liberties (AACL) that the CDPH processing of the PRR they had assigned Case No.: 202308 – 04728002 was not consistent with the letter and spirit of the Health Insurance Portability and Accountability Act (HIPAA) because of their failure to make clear the conversations they have had with Jessica Alba and/or her legal representatives on the subject of the systemic sexism and racism plaguing the United States healthcare industry.
